Samir Husni, known for his long-running blog Mr Magazine, publishes updates on new magazine launches every quarter, along with a bunch of interviews and news about the magazine industry. Although he says himself he can't list every new magazine (he relies on people sending him their new launches, as well as his own research), it's still an interesting snapshot.
